So a while ago I refereed a paper on a terrific, but somewhat obscure topic--one that I wish I had dreamed up. Sadly the paper was badly executed, and I could not recommend publication. (I did offer lots of suggestions on how to get a journal article out of it.) So...question: how long must I wait until I start working on this topic? May I ever? Can one ever draw on research one has refereed and rejected? And how does one do so fairly without exposing one's identity?
