He acknowledges the Newfield pieces we cited below on cross-subsidies (here and here) and, while his reliance on Mark Yudof (who is much more part of the problem than part of the solution) is much too complacent, all in all this version of his argument is far superior to the previous effort. Which certainly isn't saying much, but it is saying something. Damning with faint praise, soft bigotry of low expectations, etc.

Yudof was appointed by the Regents, who were appointed by the same people who make the budget. He *is* Sacramento, and if Sacramento is the problem, then so is he. But by pretending that there's a grand drama playing out where admins battle with state legislatures, Fish gets to ignore the fact that his new best friend Mark Yudof was essentially hired to transform the UC into exactly what Fish says he doesn't want it to be transformed into.
